The second meeting of the Chemical Review Committee agreed to recommend to the Conference of the Parties that endosulfan be listed in Annex III of the Rotterdam Convention and developed a rationale setting out how the criteria in Annex II had been met for the notifications of final regulatory actions submitted by the Netherlands and Thailand (paragraphs 50-57 and Annex II A of document UNEP/FAO/RC/CRC.2/20).
The third meeting of the Chemical Review Committee agreed to the draft text of the decision guidance document and agreed to forward it to the Conference of the Parties (paragraph 67 and Annex I A of document UNEP/FAO/RC/CRC.3/15).
The Conference of the Parties at its fourth meeting considered the recommendation of the CRC to list endosulfan in Annex III to the Convention. COP 4 was not yet able to reach consensus on whether or not to list the chemical in Annex III. However, in its decision, COP 4 encouraged Parties to make use of all available information on endosulfan, including the draft decision guidance document, to assist others, in particular developing countries and countries with economies in transition, to make informed decisions regarding the import and management of endosulfan and to inform other Parties of those decisions using the information exchange provisions laid down in Article 14. (Annex I, decision RC-4/6 of the report of the COP, document UNEP/FAO/RC/COP.4/24).
The third and fifth meetings of the Chemical Review Committee considered additional notifications on endosulfan and developed another rationale setting out how the criteria in Annex II had been met by those notifications. It agreed to the establishment of an inter-sessional drafting group to draft a new DGD for endosulfan based on the notifications of final regulatory actions submitted by Burkina Faso, Cape Verde, the Gambia, Mali, Mauritania, Niger, Senegal and the European Community. This second DGD was reviewed and agreed to by the CRC6, who also agreed to forward it to the Conference of the Parties for consideration (paragraph 122 of document UNEP/FAO/RC/CRC.6/16).
