Highlights: During the face-to-face sessions of its second meeting (19-21 March 2024), the Compliance Committee considered the outcomes of consultations with Parties that had not designated national authorities in accordance with Article 4. The Committee considered for the first time a specific submission related to the lack of designation of national authority by one Party. It also adopted templates for specific submissions by Parties.
It continued its work related to the review of systemic issues of general compliance set out in its work programmes for 2022-2023 and 2024-2025, adopted by the Conference of the Parties. This included: laws, regulations, policies, procedures and other measures to implement the Convention, notifications of final regulatory actions, exports and imports of Annex III chemicals; Export notifications; Information exchange; Information submission; and Enhanced cooperation with the Basel Convention Implementation and Compliance Committee.The Committee made a number of recommendations to the Conference of the Parties in relation to the review of systemic issues of general compliance.
The meeting was suspended on 21 March 2024 and the Committee resumed in an online session on 30 September 2024, at which time it addressed the items of the agenda consideration of which had not been completed at the face-to-face session. These were: Specific submissions regarding Party implementation and compliance, specifically the submission regarding Barbados; and Review of systemic issues of general compliance, with a focus on Laws, regulations, policies, procedures and other measures to implement the Rotterdam Convention; Notifications of final regulatory actions; Exports and imports of chemicals listed in Annex III; Export notifications; Information submission; Enhanced cooperation with the Basel Convention Implementation and Compliance Committee; and the Work Programme for the biennium 2026–2027.
With respect to the specific submission, the Committee expressed its appreciation for the participation of Barbados in and cooperation with the Committee during the resumed online session. It urged Barbados to designate its national authority by 30 November 2024 and decided to keep the matter under review.
With respect the review of systemic issues of general compliance, the Committee adopted a series of recommendations to the Conference of the Parties at its twelfth meeting. These recommendations related to laws, regulations, policies procedures and other measures to implement the Convention; as well as notifications of final regulatory actions. The Committee agreed to its revised draft programme of work for the biennium 2026-27, which is to be consulted with Parties in advance of the twelfth meeting of the Conference of the Parties. The Secretariat was requested to include the draft in the report to the Conference of the Parties for consideration and possible adoption.
