1. The first meeting of the Compliance Committee of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Chemicals and Pesticides in International Trade (“the Committee”) was held from 16 to 18 November 2022 in Geneva, Switzerland.

2. The Chair of the Committee, Mr. Osvaldo Alvarez-Perez (Chile) declared the meeting open at 9 a.m. on Wednesday 16 November 2022. Welcoming members and observers, he invited Mr. Rolph Payet, Executive Secretary of the Basel, Rotterdam and Stockholm conventions to provide opening remarks.

1. Requests the Secretariat to contact by means of a letter on behalf of the Committee the five Parties that have not designated any national authorities pursuant to Article 4(a) of the Convention, communicating with the Ministry of Foreign Affairs, including through the Permanent Representations of those Parties to the Food and Agriculture Organization in Rome and the Permanent Missions to the United Nations in Geneva and New York.

Agrees to include in its draft programme of work for 2024–2025 that it be entrusted to:

(a) Monitor, based on information from Parties, the laws, regulations, policies, procedures and other measures adopted to implement the Rotterdam Convention;

Agrees to the questionnaire for Parties to the Rotterdam Convention for the identification of issues being faced by Parties in relation to the notification of final regulatory actions and requests the Secretariat, subject to the availability of resources, to make it available to Parties in English, French and Spanish, with an invitation to Parties to complete it by 30 June 2023;

Requests the Secretariat, on behalf of the Committee for the purpose of facilitating the collection of information on challenges being faced with submitting import responses in accordance with Article 10, to contact by means of a letter the Parties who have yet to transmit any import responses for the chemicals listed in Annex III;

1. Requests the Secretariat to prepare for consideration at its second meeting a compilation of options available to Parties for the purpose of information sharing and information from Parties about their experiences related to information exchange;

Welcomes the opportunity provided during its first meeting to exchange views with the Committee administering the Mechanism for Promoting Implementation and Compliance with the Basel Convention on the Control of Transboundary Movements of Hazardous Waste and their Disposal on matters of joint interest;
