Membership

Fifteen Committee members are nominated by the Parties and elected by the Conference of the Parties, on the basis of equitable geographical representation of the five regional groups of the United Nations. Members are to serve objectively and in the best interest of the Convention. They have expertise and specific qualifications in the subject matter of the Rotterdam Convention. The Committee elects its chair, a vice-chair and a rapporteur in accordance with rule 30 of the rules of procedure of the Conference of the Parties. Officers are to be elected with due regard to the principle of equitable geographical representation and must not serve for more than two consecutive terms. These officers serve as the Bureau of the Committee.

I am a senior government official in the German Ministry for Environment, Nature Conservation and Nuclear Safety’s unit on International Chemicals Management and Sustainable Chemistry since 2017, dealing with SAICM and the chemicals conventions from Minamata, Stockholm and Rotterdam. Before that, I was working for Germany’s Environment Agency (UBA) more than ten years, most of the time leading the national implementation and enforcement procedures regarding the monitoring and reporting under the EU’s Emission Trading System (EU ETS). In parallel, I was involved in developing regulations and guidance in this context at EU level, undertook peer reviews on compliance in other EU Member States, capacity building in partner countries like South Korea and Turkey and in countries being candidates for EU membership in the Balkans. Previous to joining UBA, I’ve worked a couple of years as a lawyer for authorities in the German states of Brandenburg and Saxonia, leading the plan approval procedures for open-cast lignite mining, railroads and energy grids. I’m a lawyer by profession, studied at the University of Muenster, and holding both juridical state exams from the state of North Rhine-Westphalia.

Osvaldo Alvarez

My involvement in national, regional, and international policy-making and environmental governance in the chemicals and hazardous wastes field began in 2006 when I was appointed Officer-in-charge of Chemicals and Waste Conventions by the Chilean Ministry of Foreign Affairs (Department for the Environment). From 2007 to 2009, I served as a co-chair to the Ad-hoc Working Group on Cooperation and Coordination among the Basel, Rotterdam, and Stockholm Conventions.

As a Foreign Service Officer, I have been posted at the Mission of Chile to the United Nations and other International Organizations in Geneva and New York. I have also served at the Embassy of Chile in Canada and Costa Rica.

As of 16 December 2018, I am the Consul General of Chile to Hong Kong and Macau SAR.

In March 2011, I was appointed Head of the Department for the Environment of the Ministry of Foreign Affairs in Santiago, Chile, and later Head of the Department of the Hazardous Chemicals and Waste cluster.

I have actively participated or coordinated for the Group of Latin American and the Caribbean countries in the Conferences of the Parties to the Basel Convention (COP-8, COP-9, COP-10, COP-11, COP-13, COP-14 and COP-15), Rotterdam Convention (COP-3, COP-4, COP-5, COP-6, COP-8, COP-9 and COP-10) and Stockholm Convention (COP-3, COP-4, COP-5, COP-6, COP-8, COP-9 and COP-10). This included IFCS FORA V and VI, ICCM-2, and the Basel Convention OEWG meetings.

I also served as President to the Rotterdam Convention COP-9, President of the Stockholm Convention COP-6, Vice-president to the International Conference on Chemicals Management 2 and 3, and re-elected Vice-president to the Basel Convention COP-9.

On 10 May 2019, I was elected President to the Basel Convention COP-15. The fifteenth Conference of the Parties to the Basel Convention took place on 26-30 July 2021 (online segment) to review POW and Budget. The face-to-face meeting will be held next summer in Geneva, Switzerland.

I also served as Vice-president to the Basel Convention COP-9, President to the Basel Convention COP-15, President to the Rotterdam Convention COP-9, President of the Stockholm Convention COP-6, and as Vice-president to the International Conference on Chemicals Management 2 and 3.

Mr. Dadan Wardhana Hasanuddin

Mr. Hasanuddin has over 33 years of experience in the environmental, occupational health and safety management with a core expertise in hazardous materials/waste management. He was a member of the Indonesia’s Technical Committee for Hazardous Waste Management (1992-1999) whose tasks, among other, providing expert advice to the decision maker, establishing the national performance standards for the construction, operation and post-closure of hazardous waste engineered landfills and incinerators. Later, in 1993-1994, he was appointed as the Project Engineer of the development of the first integrated facility for hazardous waste management in Indonesia. He also coordinated the trial burn programs for the first three cement kilns used to incinerate polychlorinated biphenyls (PCBs) and other POPs waste in Indonesia (1994, 1997 and 2002). In addition, under coordination of the Ministry of Environment (MoE) he provided training and field coaching to a number of attorneys, civil and police investigators on the technical aspect of environmental prosecution in Indonesia as well as being the MoE’s Law Enforcement Team advisor during 2003-2005. He also serves as Senior Advisor to the Basel Convention Regional Centre for South-East Asia (BCRC-SEA) during 2005-2009.

Ms. Jimena Nieto Carrasco

Jimena Nieto is a lawyer with a Master of Laws (LLM) in Public Environmental Law from the London School of Economics and Political Science (LSE). Mrs. Nieto has extensive experience related to compliance under multilateral environmental agreements. She was part of the Colombian delegation during the negotiations that lead to the Rotterdam Convention. She also co-chaired the contact group on Article 15 of the Minamata Convention and the Paris Agreement (both on compliance mechanisms) and facilitated negotiations on the same issue under the Stockholm and Rotterdam Conventions and the Nagoya Protocol of the CBD. Mrs Nieto is currently a member of the Implementation and Compliance Committees established under the Minamata Convention, the Cartagena Protocol, the Kioto Protocol and the Paris Agreement.

Mrs. Nieto was a civil servant for more than twenty years, working for the Colombian Ministry of Environment and the Ministry of Foreign Affairs. Currently she is a Professor of International Environmental Law, in graduate and postgraduate programmes at four universities in Bogota, Colombia and in Buenos Aires, Argentina. She also works as a consultant on issues related to international environmental law and multilateral negotiations.

Ms. Karoliina Anttonen

I am legal counsel at the Ministry for Environment of Finland since 2017. I provide legal advice and prepare legislation related to national and EU climate policy as well as international climate and environmental agreements, including UN Framework Convention for Climate Change and the Paris Agreement, Minamata Convention, and Rotterdam Convention.

Prior to joining the Ministry for Environment, I have held positions at the Ministry for Foreign Affairs (2006-2011), and the Ministry of Economic Affairs (2011-2017). At the Ministry for Foreign Affairs, I was responsible for carbon credit acquisitions for Finland. At the Ministry of Economic Affairs, I was responsible for legal advice and preparation of domestic legislation relating to the implementation of EU Emissions Trading System. I also participated in the preparation of EU level ETS legislation. Between 2020 and 2022 I served as a seconded national expert in the European Commission, DG CLIMA, working with the ETS review of the “Fit For 55” legislative package.

I have been involved in the UNFCCC negotiations since COP12 in 2006. My roles have included negotiating on behalf of the EU, functioning as EU legal team member, and co-chairing agenda items. Currently I am serving as vice-chair of the Kyoto Protocol Compliance Committee.

I have participated in the Minamata Convention negotiations since COP1 in 2017, and am currently serving at its Implementation and Compliance Committee.

Born in Brazil in 1984, Helges Samuel Bandeira has been a career diplomat since 2014. With previous experience in the private and educational sector, he joined the Brazilian diplomatic corps in 2014. After concluding his studies at the Brazilian diplomatic academy (Instituto Rio Branco), he acquired expertise in different areas of work at the ministry. He served at the Embassy of Brazil in Angola and at the Consulate General of Brazil in Lagos, where he acted as head of mission for most of his tenure.
