The procedures and mechanisms on compliance with the Rotterdam Convention were adopted at the ninth meeting of the Conference of the Parties to the Rotterdam Convention (COP-9, 29 April–10 May 2019) as a new Annex VII to the Convention.
Annex VII entered into force for all Parties that had not submitted a notification of non-acceptance within one year from the date of communication of the adoption by the depositary (paragraph 3 (b) of Article 22).
This list is indicative only – any official statement concerning the status of ratification, acceptance, formal confirmation, approval or accession of the Rotterdam Convention or any amendments thereto is solely within the competence of the Depositary of the Convention in New York (based on the provisions of the Convention). In accordance with Article 29 of the Convention, the Secretary-General of the United Nations is the Depository of this Convention.

Blank cells in the table below indicate that the Party notified the depositary in writing that it was unable to accept the amendment, within six months from the date of the communication of the adoption by the Depositary.
