Chemical Review Committee Eleventh meeting: Rome, 26–28 October 2015

Opening of the meeting

1. The eleventh meeting of the Chemical Review Committee will be held at the headquarters of the Food and Agriculture Organization of the United Nations, Rome, from 26 to 28 October 2015. The meeting will be opened by the Chair of the Committee, Mr. Jürgen Helbig (Spain), at 9.30 a.m. on Monday, 26 October 2015.

I. Introduction

1. At its tenth meeting, the Chemical Review Committee reviewed notifications of final regulatory action for short-chained chlorinated paraffins submitted by Canada and Norway, together with the supporting documentation referenced therein, and concluded that the requirements set out in Annex II to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade had been met.

1. At its tenth meeting, taking into account the conclusion by the Chemical Review Committee that the notifications of final regulatory action for tributyltin compounds under the pesticide category submitted by Canada and the European Union met the criteria in Annex II to the Rotterdam Convention and recalling decision RC-4/5, by which the Conference of the Parties decided to amend Annex III to the Convention to list tributyltin compounds as pesticides, the Committee reviewed a notification of final regulatory action for tributyltin compounds under the industrial chemicals category submitted by Canada, together with the supporting documentation referenced therein, and concluded that the requirements set out in Annex II to the Convention had been met.

I. Introduction

1. By its decision RC-2/2, the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade adopted a process for the preparation of draft decision guidance documents, which was subsequently amended by paragraph 14 of decision RC-6/3 and paragraph 9 of decision RC-7/3. In accordance with the process, task groups are to be established for each chemical and severely hazardous pesticide formulation scheduled for consideration by the Chemical Review Committee. Furthermore, to promote efficiency in its work, the Committee agreed on a procedure for dealing with notifications of final regulatory action to ban or severely restrict a chemical. For ease of reference, the procedure is set out in a handbook of working procedures and policy guidance for the Chemical Review Committee.

1. Under Article 5 of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, when the Secretariat has received at least one notification of final regulatory action to ban or severely restrict a chemical from each of two prior informed consent regions that it has verified as meeting the requirements of Annex I to the Convention, it shall forward the notifications and accompanying documentation to the members of the Chemical Review Committee. The Committee shall review the information provided in such notifications and, in accordance with the criteria set out in Annex II to the Convention, recommend to the Conference of the Parties whether the chemical in question should be made subject to the prior informed consent procedure and, accordingly, be listed in Annex III to the Convention. In accordance with Article 7, for each chemical that the Committee has decided to recommend for listing in Annex III, it shall prepare a draft decision guidance document.

1. Under Article 6 of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, any party that is a developing country or a country with an economy in transition and that is experiencing problems caused by a severely hazardous pesticide formulation under conditions of use in its territory may propose to the Secretariat the listing of the formulation in Annex III to the Convention. The proposal shall contain the information required by part 1 of Annex IV to the Convention.

1. The eleventh meeting of the Chemical Review Committee under the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade was held at the headquarters of the Food and Agriculture Organization of the United Nations (FAO), Viale delle Terme di Caracalla, Rome, from 26 to 28 October 2015. The meeting was opened at 9.30 a.m. on Monday, 26 October 2015, by the Chair of the Committee, Mr. Jürgen Helbig (Spain).
