1. The present scenario note is intended to assist participants in preparing for the twelfth meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the seventh meeting of the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the seventh meeting of the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants, which will be held back-to-back from 4 to 15 May 2015, by providing information on initial planning and expectations for the meetings.

Note by the Secretariat
1. As referred to in document UNEP/FAO/RC/COP.7/19, the Director-General of the Food and Agriculture Organization of the United Nations and the Executive Director of the United Nations Environment Programme have signed a memorandum of understanding on arrangements to jointly perform the secretariat functions for the Rotterdam Convention, as set forth in paragraph 3 of Article 19 of the Convention. In its decision RC-2/5, the Conference of the Parties approved the arrangements made through this memorandum of understanding, which entered into force on 28 November 2005.

I. Background information on international policy development in the area of the chemicals and waste management and sustainable development
1. The global community attaches great importance to the sound management of chemicals and wastes for the protection of human health and the environment. In Johannesburg in 2002 governments agreed to achieve, by 2020, that chemicals are used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment. The 2020 target was further recognised in the Rio+20 outcome “The Future We Want”. |
